Regular membership is for schools providing a full elementary and/or secondary education. Membership is open to all schools in Europe and, on request, to schools outside Europe which share the purposes of the Council and which may be called international in any of the following senses:

• offering a curriculum in which the culture and educational system of two or more countries is represented;
• offering a curriculum typical of one country, but located in another country and actively pursuing cultural exchange with its host country;
• having a student body of diverse nationalities and educational aims and curricula offerings which promote and support the purposes of the Council.

Regular Membership confers full voting rights and eligibility for election to the Board of Directors on an official representative of the school, as well as access to all services including supplementary mailings of International School magazine, International Schools Journal, draft conference programme and Professional Development Bulletin.

Prospective Membership is open to schools which have not been able to complete the usual application process because:

• they are newly established
• they are planning to introduce new programmes which will make them eligible to apply for full membership

Prospective Membership, which may be maintained for a maximu of two consecutive membership years at the discretion of the Council, gives access to all services but does not confer voting rights or eligibility for election to the Board of Directors on an official representative of the school nor supplementary mailings.
